Heather Taylor

Heather is the chief financial officer and Treasurer for the City of Toronto, Canada's largest city and the fourth largest government in North America. In this role she provides oversight of an annual $13 billion operating budget. She is responsible for setting the overall strategic and financial direction by establishing objectives and priorities that align with the Council's priorities and goals. She is currently leading an ambitious financial transformation agenda focused on long term financial sustainability. Heather known as a change leader has a track record of consistently delivering results on government priorities and inspiring a forward-thinking, engaged and results-oriented workforce.

Prior to joining the City in 2018, Heather worked in the Ontario Government where she served as Assistant Deputy Minister and Chief Administrative Officer for the Ministry of Environment Parks and Conservation and previously at ServiceOntario. 

Heather was awarded the prestigious Fellow (FCPA and FCA) designation to recognize her significant contributions to the accounting profession and the community. Heather currently serves on the Public Sector Accounting Board. (PSAB)

Heather is also an award-winning lecturer at the University of Toronto for the CPA financial curriculum, and the recipient of the Leadership Amethyst Award for Creating Women in Government – a network that encourages equality and professional growth through the celebration of achievements and shared experiences.
